Problem:
Nominal export FPS does not reliably map a timestamp to a decoded GIF frame index when frames carry unequal delays.

Procedure:
Read each decoded frame duration in milliseconds and compute cumulative boundaries. For a target t in [0, total duration), select the frame whose half-open interval [start, end) contains t. Convert authored frame numbers to milliseconds using the authoring FPS before lookup. Define policies for missing or zero delays and for the terminal timestamp.

Reproduction:
A new three-color GIF decoded with delays of 1000, 20, and 500 ms. At 500 ms, a 50 FPS calculation incorrectly requested physical frame 25; cumulative lookup correctly selected frame 0. Seven timestamp checks, including both sides of frame boundaries, passed.

Scope:
This is a generic GIF preview-sampling rule. The original private Spine export and its reported frame count were not independently reproduced.

Review rationale:
Independently reproduced the generic GIF sampling failure using a new three-color GIF fixture and Pillow 12.3.0. Decoded delays were 1000, 20, and 500 ms (total 1520 ms). At 500 ms, nominal 50 FPS indexing requests physical frame 25, while cumulative half-open intervals correctly select physical frame 0. Boundary checks at 999, 1000, 1019, 1020, and 1519 ms matched the expected colors; the terminal 1520 ms boundary was explicitly rejected rather than silently looped. GIF89a specifies per-graphic delays and the Pillow documentation describes per-frame duration in milliseconds. This confirms cumulative-duration sampling; the original private Spine export and its reported 56-frame/3520-ms values were not reproduced, and no universal Spine frame-merging claim is made.

Scope and limitations:
Validated with a new Pillow 12.3.0 fixture. Missing/zero delays and loop boundaries require application policy. No claim that every Spine export merges repeated frames.
