Maintain an allowlist of permitted tools per context. A customer support RAG agent should not have access to payment tools. Log all tool invocations with full traceability: which query triggered which retrieval, which retrieval influenced which model output, and which model output triggered which tool call. Implement circuit breakers that halt tool execution if anomalous patterns are detected (e.g. unusually high volume of tool calls, tool calls to endpoints not previously used).
